Kay E. Neff, age 63 of Vandalia, passed away October 31, 2013. She was born April 4, 1950 to Edward and Ruth Schultz. Kay was preceded in death by her mother; mother-in-law, Margaret Upthegrove; and brother, Lee Schultz.
In addition to her father, Kay is survived by her husband, Ron Neff; children: Tracey (Michael) Fox, Jeff (Ashley) Howard and Jason Howard; 9 grandchildren; sister, Karen (Jim) Schnapp; and sister-in-law, Pat Schultz.
